THR Bethel developers seeking Town Board action THR Bethel votes to suspend housing development Amidst threats of lawsuits from developers, the Bethel Town Board decides to enact a moratorium on subdivisions over 5 units for 3 months while they review their zoning. It's a good lesson that zoning codes have to be enacted following a Comprehensive Plan. We commend Fallsburg for having the sense for having done that. THR Fallsburg OK's Zoning Code June 12 the Fallsburg Town Board voted to approve the new zoning. Councilwoman Prusinski voted against it, saying she had never agreed with the rest of the Town Board to increase density in the REC-1 district. She made a strong statement and we commend her for it. It's unfortunate that the Times Herald Record didn't report it. 5/10 THR Fallsburg weighs zoning overhaul Over 100 people jammed the Fallsburg Rec Center to make their opinions known about the direction the Town's zoning should go in. 5/5 THR Development Pressure - Fallsburg Considers zoning solutions Come to the Public Hearing! Many people object to a provision slipped into it by the Board to allow 1/2 acre zoning in the 3 acre REC-1 district. See our new Zoning Page. THR Mammoth Project Proposed - 2000 units This project, built by a developer with ties to Kiryas Joel, has the Town of Thompson Supervisor saying it will never happen in his town! RR Bethel Inches forward on Moratorium Where the Fallsburg Town Board didn't move forward with a moratorium to enable a safe and easy passage into the new zoning, the Bethel Town Board voted to enact one. Such an easy solution. RR Town officials attend training workshops Over 50 members of planning boards and zoning board of appeals in Sullivan County attended two training sessions on March 26. 3/30/07 SCD Citizen Involvement A Reality in Bethel Bethel Now!, a new smart growth group in Bethel gets good coverage – front page in the Democrat. They are meeting with Town and Planning Board officials to advance their cause and having good results. 3/27/07 SEQR Workshop at SCCC SCCC is hosting a workshop on SEQR, April 23rd. The fee is $20. Read the article for particulars. THR Bethel turns down a 200 condominium development. Their Town Board concludes it's too much, too fast. (In Fallsburg, 200 units is par for the course!) THR Orange County Planning Asserts Right to Planning Oversight Two years ago, the Orange County Planning Dept resumed their 239 reviews. Most towns are complying, but Kiryas Joel has yet to submit one project claiming it "adds another level of government review, which is only delaying and making projects more costly." A poor excuse in our minds. 3/19/07 SCD Yukiguni Lawsuit Dismissed The Basha Kill Association tried again to stop the mushroom plant, but has been decided against again. Judge Sackett's track record has not supported smart growth in Sullivan County. The BKAA says it will appeal. SCD Wind Power Funding for Towns The Sullivan Alliance for Sustainable Development (SASD - see our website page for a link to their website) is doing a fantastic job in not only educating people, but getting out there to municipalities. FSG hopes our town's legislative leaders are listening and encourages residents to speak up. Encouraging alternative energy in Fallsburg is Smart Growth. 3/9/07 THR Good Planning and Zoning Start with Good Training The new NY State law mandates 4 hours of training per year for all Planning and Zoning Board members. It's not a huge amount, but better than nothing. FSG hopes that our town officials will not only support this but make sure that it happens. Mamakating Mega Development. Why hasn't this one been in the news? Thanks to the Basha Kill Association for posting information about it on their website. 1500 acres on the border between Mamakating and Rock Hill - between this and the other proposed development for 1500 units plus commercial, Rock Hill is slated to turn into a NJ suburb. RR Windmill Talk While not literally Smart Growth, sustainable energy is certainly Smart, and it is a smart way for Sullivan County to grow. Read about it; encourage Fallsburg officials to add it to their agenda. 1/31/07 THR Newburgh Waterfront Redevelopment -1 THR Newburgh Waterfront Redevelopment -2 Several days of open discussion and presentations on a proposed waterfront redevelopment starting Wed, Jan 31. The Record says: "From 7-8:30 at the Newburgh Free Academy, the leading voice of urban planning in the nation, Andres Duany, will lead the opening session for a week of dreams." 1/19/07 SCD Projects Galore in Fallsburg No one is surprised any more at the number of units before the Planning Board - this time the count comes to 700. Mostly bungalow projects that are trying to get into the pipeline so their rights will be vested before any zoning change happens when the new zoning code is completed, since rumor has it that the special density bonuses that bungalows have had for years may be eliminated or reduced. SCD Massive Plans Eyed in Rock Hill THR New Town Center Proposed in Rock Hill It's called the Rock Hill Town Center - 1500 homes and retail commercial, maybe some big box stores. If you add this to what's proposed at the Concord, it's another 10,000 people in the Town of Thompson at build-out. Many asked at the Public Hearing if Sullivan County is ready for this kind of change. TU Wal-Mart gives police little to smile about Wal-Mart near Albany increases crime costs way beyond what was projected. Here is another example of costs associated with certain types of growth that aren't considered properly. 12/27/06 SCD Bethel Plans New Zoning RR Bethel Passes Comprehensive Plan Two articles on Bethel's new Comprehensive Plan and its controversial 1-acre zoning which seems to have passed against the wishes of many in the town who wanted zoning to remain at 2-acres. RR New Training for Planning, Zoning Boards Starting Jan 1, 2007, New York State will require 4 hours of training per year for planning and zoning board members. 12/04/06 SCD Moratorium Sparks Debate in Liberty SCD Old Pines Hotel Property Discussed This is a project of some magnitude - 450 or so houses on 300 acres. There will be an EIS and anyone who wants to can comment in writing on the Draft Scoping Document until Dec 12. You can view it at the Fallsburg Town Clerk's Office and leave you written comments there as well. SCD Concord Developer Unveils Vast Plans This by far the vastest development plan to hit Sullivan County - 3,000 homes, spas, conference center, 600,000 sq ft of retail, etc. On 1750 acres it dwarfs the village of Monticello! SCD Cochecton Development is Off the Table Due in large part to the efforts Keep Cochecton Rural, a citizen's group, a controversial 42-home development in rural Cochecton is off the table. 11/20/06 RR Defining Open Space An editorial on the purposes of open space. 11/11/06 THR Bungalow Builders Rush to Beat Ban A misinformative article on the large number of bungalow projects currently in Fallsburg. The new Fallsburg Comp Plan and zoning will make the allowable density equal for everyone – whether they are owner-occupied or rentals. The structures are the same, they can all be lived in year-round, so the same density should apply. Nothing is being banned or excluded, nor are seasonal residents being discouraged from building in Fallsburg. THR Myers Dairy Farm receives grant The 135 acre farm in Jeffersonville receives the first Sullivan County grant, $846,000, in a NY State program to purchase development rights. This will insure it remains a farm forever. THR Village heading into strange new territory The issues that face Woodbury, where voters decided to create a village that comprises almost the whole area within the existing town in order to prevent high-density expansion by Kiryas Joel, the neighboring Hasidic villgae. Considerations, such as increased density near the hamlets, have been addressed by the Fallsburg Comprehensive Plan. 10/17/06 THR Montgomery Fights Court Decision SCD Liberty Mulls Moratorium The Town of Liberty is contemplating a 6 month moratorium on large-scale subdivisions in their AG and Rural areas to allow for a pressure-free time to update their zoning without pressure. 9/22/06 HVBJ Tax refunds for conservation easements Congress and NY State Increase Tax Incentives for Private Landowners and Conservation THR Developers eye Rock Hill for new Town Center project. 1500 homes plus a new town center, big box store, new fire house. Add this to the Concord plans and Sullivan County starts looking more and more like NJ. THR Mind-set an obstacle. A letter by an architect on the need for a combination of hi-density housing plus open space conservation to prevent sprawl from taking over. SCD/THR Green Tech Park/Advanced Science Center. There are major plans afoot for Sullivan County Community College. Read these two articles on plans for a new Green Tech Park plus Center for Advanced Science and Technology Study - plus a new initiative to preserve open space and mitigate flood damage that are both in the future of Sullivan County. THR Montgomery must scrap zoning plan, judge says. A ruling makes "null and void" Montgomery's 2004 Comp Plan because of no provision for multi-family housing. THR Mushroom plant foes keep up their battle. Basherkill Association is again filing an Article 78 (their 2nd) against Yukiguni and the Town of Mamakating Planning Board.
