| Spitzer's Smart Growth Cabinet NYS Spitzer creates smart growth cabinet NYS Executive Order # 20 ESTABLISHING THE GOVERNOR’S SMART GROWTH CABINET Governor Eliot Spitzer today signed an Executive Order creating a Smart Growth Cabinet. The Cabinet will review state agency spending and policies to determine how best to discourage sprawl and promote smart land use practices. This could be a major step forward for smart growth in NY State.
